The use of the "r" key to copy last-selected-way tags behave strangely.

If you select a way, select another one, press r, select another one, 
press r... It works as I expect : the tags of the first way are copied 
to the two other)

If you select a way, draw another one, press r, draw another one, press 
r... It doesn't work : the tags of the first selected way are only 
copied to the first drawn one.
