[OSM-talk] Wiki new users welcome message

I tried to create a message to welcome the new users in the wiki.
The aim is to have all the users categorized under their country to 
facilitate the meeting of users from the same area.

I would like to {{welcome}} every single user don't have a personal page 
active in the wiki.
