Right, it turns out the system thought the islands contained
themselves. As usual once the problem is determined the solution is
obvious.
I think the direction checker has reached a point where it's probably
possible to programmatically invert any islands it has determined are
the wrong way round. The case where it's really going to do the wrong
thing is where people have turned a section of coastline into
waterway=riverbank, but forgot to change the islands in the river.
"Fixing" it in that case will turn them into lakes. I don't think
there is all that much we can do about that...
