[OSM-talk] Imports page in wiki

The recent vmap0 import discussion prompted me to start documenting the
imports we have and the import process in the wiki:

General intro is here:

A catalogues of imports I know about. Please add missing information!

I have also listed some general guidelines. Thats just the ideas I came
up with this morning and probably needs some discussion and tweaking:

There is also a page to describe the process and softare used for
imports. Currently thats rather empty. Additions welcome.
