sounds good

the idea of tracing over an existing boundary is not something that
particularly appeals to me though, and as it's been done once, does it
need to be done again:

are there any tools for automating this? for aus, it would be great
for instance to define a bounding box, containing the whole country,
then run some simple commend to 'double up' the coastline ways, to
create the country border
