a) and b) aren't true if you keep the OSM IDs intact though... just load the
area into JOSM then convince it to upload the data by making it think it's
changed -- to do this add then remove a dummy tag as Martijn said. The API
will then resurrect the objects, with the edit history (including the
deletion) as JOSM uploads them.
