well, technically someone should have sent out an 'extend voting'
e-mail two weeks ago, and extended the voting until today, but no-one
did, so i'm short-cutting in an attempt to reduce the items on the
proposals page. please change it if you want to.
a proposal can be rejected regardless of whether or not it reaches 15
votes - that is the total number needed if some of the votes are no,
for it to be approved by a majority
