meanwhile I got the impression that it made sense to create a key of its own. 
Someone even pointed out that there are special shelters in eastern european 
countries whose intention was to protect people from nuclear fallouts.

Was it worth to have a key named refuge with various values like
refuge=shelter
refuge=bothy
refuge=biwakschachtel
...

?
