Since this is coming up all over the place, let me advertise the
"open" approach:
The relevant part of the IMG format is mostly understood. In
particular, enough is known to create a basic routing network. (The
NOD file, http://svn.parabola.me.uk/display/trunk/doc/nod.txt. An IMG
file is an archive of several different parts such as NOD.)
What appears to be missing is the extended header to the TRE file, to
get the GPS receiver to actually load the map.
Steve Ratcliffe's display programs (which depend on mkgmap) can be
used to display IMG maps as text, so if anyone feels up to a little
reverse engineering, give it a try!
