An alternative is to use highway=service, surface=paved since they 
are access roads within a property(?) just the same as universities, 
hospitals and industry.  I understand the need and reasoning, but as 
a native speaker, I usually expect a track to be, well, a track, i.e. 
something of not particularly great quality.
