[OSM-talk] two highways use the same way

Thanks for your opinions.

I checked some maps of Taiwan. Some of them just label the section as
a primary way.
It looks like the secondary highway are separated into two sections.
So, I decide to tag the section as an primary road and tag ref as 19A.
I think people in Taiwan are familiar with this.

Maybe I have change the tags when the renders can handle shared
section well someday.
