this is probably just the presets in potlatch - they don't reflect all
the possible combinations at the moment

generally police stations have an area around them which is not
building. so, IMO:

amenity=police
name=George Street Police Station

for the area of the entire thing

and then tag the building outlines as building=yes (without any
reference to the fact it's a police station)
