Closing them would break the coastline. Neither osmarender nor mapnik need 
multipolygons for rendering these as proper coastline. Whatever the outcome 
of the discussion about rendering wide rivers, these ways need to be checked 
anyway then. So in stead of "fixing" the ways for the relation to become a 
proper multipolygon, it might be a better idea to change the type of the 
relation to something like "preliminary_river" or so.
