That's a tagging error. You tagged the way as you would tag a route
relation, but this tagging isn't picked up.
You should have either:

Tag ways:
  rcn=yes

Or(/and) add way to a relation, and tag the relation:
  type=route
  route=bicycle
  network=rcn

I'm looking at this way: http://api.openstreetmap.org/api/0.5/way/4394127

As far as update times go, data that is in before Wednesday (and so is
in the planet) should start appearing sometime on a Friday, although
it can be later depending on internet availability and the amount of
changes, and whether Andy has added yet another 100,000 tiles :-P
