There is a converter in the OSM SVN system called osmtrackfilter somewhere,
which converts GPX into OSM, which can then be loaded into JOSM, where you
can edit the tracks and then upload them.

The location in the OSM SVN tree is
applications/utils/import/osmtrackfilter. It is written in Perl.
