In Sweden, those are known as "2+1 roads".  They are becoming 
increasingly popular especially when combined with a cable barrier
separating the oncoming traffic,

This is a type of road, just like "motorway", but most roads in 
OSM are tagged according to classification (primary, secondary, 
tertiary, unclassified).
