Put them in the database first, worry about the tagging later!

There are many useful things in OSM that haven't been "approved" -
never let that get in the way of adding things to the database. If you
want to use the proposal, and other people are doing the same, then
just crack on with it.

Both openpistemap and the cycle map use contours from derived from a
NASA dataset called SRTM - see
http://wiki.openstreetmap.org/index.php/Contours for details of how we
do it.
