All the affected data can be added to an "attribution" relation. Sites
which use the OSM data set but don't show the attributions can then just
exclude everything within attribution relations.
Sites including the official slippymap tiles are more problematic. Tweaks
to OpenLayers could be made to make the right attribution stuff appear but
there is obviously no way to enforce the version of OpenLayers people use
(and that doesn't even consider the people who don't use OpenLayers).
Maybe we should just forget about trying to display what specific
attributions apply to the displayed data set and simply have an
"attributions" page on the OSM web site which lists attributions for the
whole map (which may only affect a small area - if someone wants to know
exactly which bits it affects then they will need to look at the data
itself for the aforementioned "attribution" relations).
Anyway, enough rambling from me :) I think their request is fair enough -
they are effectively using a similar licence to OSM: "here, have some data
but you have to say where you got it".
