This is kind of tricky, because it's entirely possible the user
actually wants to do that. When merging ways, automatically figuring
out what to do is more than a little challenging.
However the new Potlatch 0.8, when it gets deployed, will at least
make this obvious. Ways that are members of a route relation get
haloed in a fairly bright colour, so if you split or merge, you will
be able to visually see that you've changed something you might not
have intended too. Other types of relations are haloed in different
colours.

After that's been available for a while and people have had a chance
to play then maybe we can come up with some more intelligent default
actions depending on relation type and what the user might expect to
happen.
