Could we include these Border poligons as areas into OSM-Main database or is 
the license not allowing it?

I think this would be a good idea for people driving/living near to a border 
like I do in the meantime. if I only include BadenWürtemberg into gpsdrive 
the Bodensee always looks a little strange ;-)
