The notability issue exists both on the data level and the meta data level :
Data : It can be frustrating to view a map where someone imported a
lot of placenames from an inaccurate or outdated source, trying to
find out which are still being used.
Meta-Data : A lot of our data was imported with tags indicating
something about the collection process rather than that physical
location. The latter is clearly more valuable than the former, but
every import followed (or ignored) a different convention.
