Distinction made between embassies, consulates and dual-use facilities?
As an example, the American embassy and the consular section in Berlin
are on opposite sides of town. 

amenity=consulate makes some sense but amenity=embassy is semantically
jarring to me. An embassy normally offers no services to the public
so it seems strange to call it an amenity...
