[OSM-talk] Country borders at zoom levels 7, 8, and 9 (Mapnik)

I'm looking at the top of Washington state and its border with Canada in
Mapnik--it seems that in zoom levels 7-9 the country borders aren't
rendered. In Osma they're rendered but there are strange gaps and some
weirdness when you zoom in closer at the gap areas.

Anyone know what's going on? Is it just a matter of including the country
borders in those zoom levels for Mapnik? (Is a Trac ticket a better place
for this?)
