There's nothing stopping you generating a mapnik configuration
file from a set of templates using M4 or CPP or whatever other
preprocessor you like. You don't need mapnik to do it for you.
In fact mapnik doing it for you would have the disadvantage of
restricting you to whatever preprocessor it choose.
