Well as a start, how about looking at the name tag? ways usually don't 
have 2 name tags (eg "Name 1; Name 2"). There are a bunch of *_name and 
*:name tags for that. Merging two ways with different names is nearly 
always a bad idea. How about a popup saying "You're trying to merge 
"Name 1" and "Name 2" into one road/path/whatever. Merge? Don't merge?"

I agree that modal dialogs are not nice. And I wouldn't like to see a 
million popups but I dislike "Don't ask me again" options. This is a far 
from perfect solution.
