We are not talking about a physical possibility, but about an access right

motorcar=no implies that cars are not allowed, but not that tractors or 
emergency vehiculs aren't

path implies "access restriction" but not physical restrictions (in what it is 
quite unclear, but I assume this as to be specified, or replaced by track )
