My point is that:
- such tables should be grouped in a way that software applications
could easily parse the data into their configuration;

Locate entities for gis applications is easy, not a hard problem. The
problem is only that many countries haven't closed borders today. But
locating entities within a country will work properly soon or later in
OSM.
