Free data is priceless, and for the rest, there is mastercard (ooops)

At least here in France, the official map maker/seller called "IGN" 
(see what they do here :http://minilien.fr/a0j4ef ) sells raster map 
(of contours, roads, path, etc.)
on a scale+cm²+what it is used for

Those are indications :

- Private use pocket map : 10 euros -> 1/25000 0.5m2
- Private use A2 : 40 euros -> 1/100000 
- Raster bitmap file for public viewing on a printed sign :
700 euros -> 1/50000 0.5m2
- Raster bitmap file for public viewing on a web site :
1000 euros -> 1/50000 ~0.5m2

- Vector map for a 50x50 km square zone -> no idea (maybe not even possible), 
but very expensive with thousands of NDA and a gun on your head while your 
working with it until you made it raster
