You could search for ways with tag boundary=administrative
(http://wiki.openstreetmap.org/wiki/Key:boundary) with admin_level=2
for France.

There are also two relations with the name "France"
http://betaplace.emaitie.de/webapps.relation-analyzer/search.jsp?source=osm&type=name&value=France

and one with the name Europe:
http://betaplace.emaitie.de/webapps.relation-analyzer/search.jsp?source=osm&type=name&value=Europe
