[OSM-talk] Alternative proposal to the noname one and more

The idea would be to "normalize" inter-mappers informations that can be 
processed by special renderers to show what has still to be done on an 
object.

A kind of "note" tag, but usable by programms such as the noname layer, 
openstreetbugs, and others
