Then another option might be running a WMS server (UMN Mapserver) that 
reads your shapefiles and offers them as WMS service. The JOSM WMS 
plugin could then be configured to load pictures from the WMS. That 
would save you the hassle of converting data and minimize the risk of 
accidentally uploading autoconverted shapefile data.
