I was unclear, I referred to describing my tag data with note="" tags,
not way data.

Actually that is the solution of Openstreetmap, imperfect data. If the
small contributors document why and how they tag something, you will
at least be able to use their data for further mapping even though
it's ambiguous to a computer.

Small time contributors might be driven by how software use the data,
though. So that give you the structured data you want. Less creativity
though.
