I'm not shure about this.

There is writen "Dear cardrivers" on the top. So i guess the roules
could be for car drivers.
But the sentens is right _under_ the hgv_and_bus=no sign, so it could
be only affect hgv's and buses.

They may NOT (written uppercase under the sign) drive in between the
times writen, because there is a PSV on the route.
