that's wrong. the sign means says,that while a official transport bus 
("Postauto") is on the way down, it is forbidden to drive a lorry or a 
bus up there.
so if your're there at such a time you only have to wait around 20 
minutes and then you can go up. but you have to wait, until the 
"Postauto" is down the road.

I know the area pretty well. But i never would drive up this mountain 
with a bus or a lorry. with the car it's hard enough..
