That shouldn't be the case. The regulations for placing signs are
sufficiently detailed such that it *should* be impossible to get
onto a road from any route without passing a sign indicating the
correct speed (if it differs from the road you are on already, there
should be signs). Having said this I have mapped one road near here
which starts in a 30mph limit and from the other side has national
speed limit signs, which makes labelling a little tricky (along with
a sign that says "Unsuitable for motor vehicles" which doesn't
prohibit them and the road seems well used).

Similarly, if you start your journey in an area where there are no
signs, you are expected to know the speed limit already before you
see any signs. Do other countries have speed limit signs on every
way? That's not how I remember it from my brief visits to the USA
and Crete (other holidays didn’t involve driving).
