i think the concept of what we are talking about is this

there are two cases to describe:
· that it really does not have a name, so we need to have the source of 
this info in case that the situation changes or to check the validity of 
the info.
· that we don´t know the name, so we need to know the cause, (eg. there 
is no sign on the ground), this way we can avoid to travel physically 
there again to check, and we have to find the name in some other way.

in the first case maplint or noname layer should not mark it .
in the second it should be marked as there is a lack of info. if the 
cause is tagged then you can see it in the editor and then survey it on 
ground to look for the sign, or ask somewhere to solve either the actual 
name or if it really does not have a name.
