The minute diffs are currently down until Brett updates Osmois on dev.

osm2pgsql should be able to cope with the new 0.6 deltas, as there is
only the addition of the version and changeset tags.

There is no RSS feed yet, that won't get implement for at least a week
or two until the current load and bugs have settled out.
