I've redone all the admin_levels=4 like you suggested, however I'm not sure if the NSW/ACT state borders are correct and would like a second opinion or third on this.

I've labeled the respective relations outer and inner on relation 80372 but JOSM shows 2 unjoined sections, while that seems to be a JOSM bug I want to make sure that I've done the correct thing.
