There is really something broken, compare :
http://dev.openstreetmap.org/~ojw/WhatCountry/?lat=51.8478&lon=9.0282&lang=de&mode=raw

and
http://dev.openstreetmap.org/~ojw/WhatCountry//?lat=51.894&lon=9.1909&mode=raw

both are only a few kilometers apart and the admin_level 2,4 and 8 are 
missing.
