[OSM-talk] [RFC] highway=unclassified currently is too ambiguous, so here's my proposal to fix it.

That isn't the point, the same key/value pair is being used for 2 completely different purposes and that could mean they need to be rendered differently.

Also not all towns are mapped out any where near usable levels in Australia so this wouldn't really be appropriate until such times as they are mapped out.
