[OSM-talk] [RFC] highway=unclassified currently is too ambiguous, so here's my proposal to fix it.

The problem with this is it requires urban areas to be in existence for the routing to work, so this is a bad idea as well.

A lot of towns simply aren't marked in rural areas of Australia, where as a number of roads that would be marked like this are already mapped.
