No, you're still putting a value on the key side (the reason).

To really handle this properly, I would suggest using a relation:

type=property
maxspeed=40
when=08:30.../school_days/whatever
reason=school_zone

This would the apply to all members of that relation.

And it is general enough that you could use it for anything you like, not only for restrictions. Its meaning is simply, that all the tags on the relation should apply to all its members.
