I wouldn't want to cycle over the surface your quoted picture showed! It 
doesn't say "emergency access except cycles" and it would be an offence 
to cycle through on the footway.

OTOH, since it doesn't use the No Vehicles sign (red circle with empty 
white interior) with an "except emergency vehicles" plate, I rather 
think the restriction is not legally enforceable anyway.

It would be interesting to know what the local authority has to say 
about the status of this sign.
