How would we confirm "potential" radioactive sites?  Is a
decommissioned power plant or quarry potentially more radioactive than
background?

I'm inclined to think that _actual_ _radiation_ _measurements_ are
interesting for the database.  Guesses and suppositions; much less
interesting.
