We already use the : format for translations, so why don't use it for
time periods and the weather. Make sence to me.

Very useful for parking restrictions as well.

I'm guessing that no colon is the default, then : are the exception.
but then thats already in use with name

ie

name = local default name
name:en = english name
name:de = german name
name:ice = name when ice around?
name:ice:de = name when ice around in german?

Not very likly but some things do gain new names due to the time of
year or weather, (Say you want to tag santa's grotto (in a shopping
pretict when in use)
