-1 for the tunnels
uses bridges when they are bridges.

That might be a bit of a hack, but sometimes its easier to tag something
> as a tunnel even if it might technically not be one.

yes but this breaks something like: show me all bridges. If you use
bridges you still could tag the canal with layer=-1.
