simply add a short stub for that road and attach a "note=FIXME: 
xxxxxxxx" (xxxxx = e.g. "road missing", or "only a stub, needs to be 
mapped").
The FIXMEs are today already detected by the tools who check the data.
I don't like the idea of "status-POIs" at all, because they don't 
represent things existing in the real world.
