Are you sure? http://wiki.openstreetmap.org/wiki/Key:wheelchair says 
nothing about "anything on wheels". I don't think wheelchair is the 
right tag for this, as
   http://wiki.openstreetmap.org/wiki/Tag:highway=path
does'nt say anything about it.
