Guidance of the form "You can't go down that path" is annoying. Guidance of
the form "Are you sure you want to go down that path, it's marked
pedestrian-only?" is much more helpful.

We can assume that most people don't want to break or even bend any laws.
But that's just a default position, plenty of people will have more specific
requirements.
