[OSM-talk] connection between 2 islands

Just out of curiosity, what is used for the coastline of an oceanic island?  High tide mark?  Low tide mark?  The average of the two?  There would be some instances where you have a single island at low tide, and two separate islands (divided by a shoal) at high tide.  Since I live about 500 miles from the ocean, this isn't a matter that I am ever likely to deal with myself.
